Is it possible to transform a conventional group into a variable population group when some of the students in the class are otherwise occupied?

Yes. From a timetable grid or list of courses, select the course, right-click and choose Manage as groups with a variable population. Students in the class who are occupied in other courses cannot be assigned to this group.
