Can last year's rooms be recovered if the database is built using STSWEB?

Yes. You can recover the list of rooms present in the database from a previous year with the command Imports/Exports > EDT > Recover data from another base. When importing via window Recover data from another base, unfold the category Resources, then tick Rooms.
