  How can we authorize teachers to count absences from tests and non submitted assignments as a zero?

If you want to prevent teachers from entering Abs* and not penalize students, go to the menu Parameters > Evaluations > Grading, then un-tick Authorize the annotations (Abs*, N.Sbm*).
