I can't mass mail a sanction letter (punishment, interim measure, etc.) to the guardians, the button is grayed out...
The button 
is only active from display Discipline > Incidents > Entry of the incidents for the mass mailing of incident reports, and from the display Discipline > Commissions > List of commissions for convocations to commissions.
For other types of documents, mass mailing is carried out under the rubric Notify the guardians the concerned sanction (punishment, interim measure, etc.).
Mass mailing of these documents is subject to authorization; if you do not see the rubric Notify the guardians, contact your administrator.
