Can a user be given access to the base without being authorized to modify it?

Yes. Assign this user a Consultation account (CONSULT): he/she will be able to connect to the database to access data, but will not be authorized to modify it. To configure the list of data available for consultation, go to File > User administrations.

To create Consultation accounts, you must have purchased the Unlimited Consultation license.
