Why aren't all the staff nominated when I'm looking to appoint the chairman of the board?

The staff displayed are those designated as potential chairmen in the display Class committees > Staff > List of committees. To modify the list, go to this display, select the option All the staff, then double-click in the column Chmn to add/remove staff members.
