Can a teacher detach a student and add him/her to one of his/her classes?

Yes. You can grant teachers the right to detach students to add them to their courses. To do this, go to the display Timetable > Teachers > Teachers' authorization profile, and tick the box Detach the students in my courses (rubric Students).
