Simultaneous connections to the Client are limited to five users (or more, if your institution has purchased additional licenses).
If this error message appears, it means that five users are already logged in: the sixth user cannot connect.
To resolve the issue: the administrator can log in in Consultation mode and log out a user or set up automatic logout to free up a connection.
