What does the message "Some requirements do not have their number of structures defined" mean?
In the display Pre-incoming year > Provisional needs > 
Projection per subject, you may see at the bottom left of the display "Some needs do not have their number of structures defined". This means that some boxes are empty in the columns Classes>No. and/or Groups > No.: so that the calculation of your provisional needs is not falsified, click on the button 
in the table or on the button Update the number of structures at the bottom left of the screen, then click on Yes in the pop-up window.
